Major accident is an event, such an emission, a fire or an explosion, resulting from uncontrolled developments during the operation of an establishment covered by the Directive, and leading to serious danger, immediate or delayed, on human health inside or outside the establishment, or the environment, and involving one or more dangerous substances.
